President Trump signed an executive order Thursday aimed at dismantling the Department of Education, arguing that shifting money back to the states will improve student test scores. Nearly one year after a container ship crashed into a support pier and brought down Baltimore's Key Bridge, the NTSB says Maryland authorities failed for decades to assess the bridge's vulnerability to a collision.
