Popeye is enjoying watering his patriotic garden on July 4 when he catches his nephews attempting to light fireworks. The game is on when he attempts to confiscate the fireworks and the boys strike back with edgy pranks.

The competition escalates, until finally they are throwing things at each other; Wimpy stands between them and snags a complete meal from the stream of objects passing overhead. Popeye and Olive are shipwrecked; they think they are saved when they see a ship, but what they don't realize is that the crew of the Sea Witch is all ghosts, and soon they are under attack, but they don't know from what for a while.
