In Wisconsin, heavy rain and flooding have buckled roads and destroyed homes. Milwaukee got slammed with a summer's worth of rain in one storm. President Trump declared a public safety emergency in Washington, DC, deploying 800 National Guard troops and taking control of the city's police. Three people are dead and a suspect is in custody, according to police, after a shooting in a parking lot outside of a Target store in Austin.
