Democrats blocked a GOP funding bill that would re-open the federal government, as there appears to be no end in sight to the shutdown. The shutdown's first impacts are now starting to be felt. Six homes have crumbled into the ocean, after they were lashed by waves and wind from Hurricanes Humberto and Imelda. 18 homes have collapsed into the ocean in the Outer Banks since 2020 due to storms, erosion and rising sea levels. Authorities say they were taken after a thief drove off in the vehicle where they were crated. NBC News' Liz Kreutz reports on the search to find them. A 6.9 magnitude earthquake has devastated Cebu, an island in the Philippines. First responders are now racing to save survivors as makeshift hospitals struggle to treat the injured. The earthquake is the deadliest to hit the country in over a decade and has killed dozens of people. NBC News' Janis Mackey Frayer reports.
